Diane Johnston Speaker Reporter TEMISKAMING SHORES – The city will have to borrow less this year than it had anticipated, thanks largely to the deferral of a big project, reduced spending on others, and provincial cuts that were less deep than expected.Temiskaming Shores council put the finishing touches on its 2019 budget
