Darlene Wroe Speaker Reporter COBALT – For the second time, Cobalt council has defeated its 2018 budget.The budget meeting took place July 4, and a third attempt will be made July 17.Council first tried to pass a budget June 27.At the July 4 meeting, council voted on, and defeated, four bylaws which
